<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN STYLE="font-weight:bold;">Purpose</SPAN><SPAN>: This polygon feature class represents spatial location of ROWs. The Public Works, Engineering, Development Services and Planning department maintain or permit assets in the ROW.</SPAN></P><P><SPAN>ROW encumbrances are limitations on the rights and use of the land. Easements are a common encumbrance but there are many others such as grazing rights, fishing rights, development rights, and floodplains. Legally an encumbrance is a right or interest in the land of another that may diminish its value but does not prevent its sale. Most encumbrances run with the land (consistent with the passing of the fee by conveyance). That is, they are tied to the land and will persist from owner to owner. Others exist at the pleasure of the owner, such as leases. Typically leases and similar encumbrances have an effective date and expiration date.</SPAN></P><P><SPAN /></P><P><SPAN STYLE="font-weight:bold;">Intended Use</SPAN><SPAN>: Departments have made other requests from this layer but since his layer is not currently maintained the requests are often discarded or cancelled. The data gaps were created by not assigning a GIS team member to be responsible for updating the layer periodically. Users of this data should exercise caution and field verify their study areas.</SPAN></P><P><SPAN /></P><P><SPAN STYLE="font-weight:bold;">Department</SPAN><SPAN>: Information Technology - GIS Division</SPAN></P><P><SPAN /></P><P><SPAN STYLE="font-weight:bold;">Data Source</SPAN><SPAN>: FDOT ROW data from parcel layer, City Boundary layer and the Road centerlines layer 2023</SPAN></P><P><SPAN /></P><P><SPAN STYLE="font-weight:bold;">How was the Data Manipulated</SPAN><SPAN>: Data was integrated into the GIS system from various sources. A new layer was generated by combining data from the 2023 Parcel layer, Road Centerline layer, and the city boundary layer. The following methodology was employed to derive the Right of Way (ROW) layer:</SPAN></P><P><SPAN>Union Operation: The Parcel layer and City boundary were subjected to a union operation to combine their geometries. This union operation resulted in a new layer that contained both the parcels and city boundaries, along with a unique identifier for each unionid area (unionid). Overlay with Buffered Centerline: The buffered centerline layer was overlaid on the unionid layer from step 1. This overlay process allowed for the identification of areas where the buffered centerline and the unionid parcels/city boundary layer intersected. Clipping Operation: The resulting unionid layer from step 2 was clipped to isolate the Right of Way (ROW) areas. This step separated the ROW from the rest of the unionid data.</SPAN></P><P><SPAN>Additional Data Integration: Further data extraction and integration were performed to augment the ROW layer. Specifically, the following elements were separately extracted from the Parcel layer:</SPAN></P><P><SPAN>a. FDOT Right of Way Parcels</SPAN></P><P><SPAN>b. Common Residential Area Elements</SPAN></P><P><SPAN>c. R/W Buffer Area</SPAN></P><P><SPAN>Merging Process: The elements extracted in step 4 were merged into the existing ROW layer, enhancing its completeness and accuracy. By following this methodology, a comprehensive ROW layer was created within the GIS system, incorporating data from multiple sources and ensuring its accuracy and relevance for various applications. </SPAN></P><P><SPAN STYLE="font-weight:bold;">How the Data is Modified: </SPAN><SPAN>Update will be made by a GIS team member by using above Data manipulated techniques. </SPAN></P><P><SPAN /></P><P><SPAN STYLE="font-weight:bold;">Update Frequency: </SPAN><SPAN>Currently needs to be updated (Recommend the GIS team look at AI processing for managing change and scheduling annual updates)</SPAN></P></DIV></DIV></DIV> |
